OK Mike, I will take a second look in buildroot to see if there is a separate config option for mkdosfs.

AFAIK, the "MSDOS" and "VFAT" support you are seeing is for _mounting_
these filesystems in the _kernel_.  I believe there is a seperate
config area in buildroot to select "mkdosfs" to be built.
