The world would be a better, safer place if we all used plain text...just think of the bandwidth and storage savings...

I use outlook at work, and it can be configured to do regular style quoting.

I set mine up to use Plain Text rather than Rich Text.
(Tools->Options->Mail Format Tab)

There are also setting to determine how the original message should be
(Tools->Options->Preferences Tab, click on E-mail options)
