The packages directory has been renamed to recipes, or it is for some devices (like my overo build).

You copy the portions of the linux directory from org.openembedded.dev/recipes to user.collection/recipes, but you only need only your linux version as well as a couple .inc files it will complain about.  You also need the .bb file of your linux version.  If you're rebuilding the image you also need to update a PR (revision) value in the .bb file to tell bitbake to rebuild other sections.  For my overo it isn't there, but it gives the location of the file it uses for the PR value.
