I've determined the problem Dave, but im not sure how to fix it. The center pin on the servo port should have 5v on it but it does not. The signal is fine, but no 5v on the center set of pins. Any advice?

Yep - There are two potential sets of fuse values depending on whether
you're using a bootloader or not.

If you're using the i2c bootloader, then use the fuses from this page
should be used:

If you're not using the i2c bootloader, then the fuses from this page
should be used:
