When I tried to submit a bug with GtkPod 2.1.3 / Kubuntu 13.10 64-bit, I went to Help -> Report Bugs/Patches/Requests. This redirected me to gtkpod.org/bugs, which according the the gtkpod.org site, says to report bugs to the sourceforge bug tracker system (http://gtkpod.org/index.php?title=Contact).

I didn't realize this until I tried unsuccessfully to create two accounts and log in to the Flyspray bug tracker system, and appeared to be having database problems.

For example, after creating a new account, the page took about 2 minutes to reload and then it simply displayed "Query {DELETE FROM flyspray_registrations WHERE magic_url = ? AND confirm_code = ?} with params {fca3206de3e1ae5d105e7d6a4da225d1,75d19c3eafc1638ea8fc} Failed! (MySQL server has gone away)"

Please update the Help item in GtkPod to reflect the current bug tracker location so we can report issues, and also hide Flyspray if it's not being maintained, thank you.
