If you look at the GdkPixbufAnimation API, you'll see that it is significantly different than what we'd have come up for GIF-only, since it allows non-frame-based animations. The fact that it has time based iterators, instead of frame-based iterators allows for dealing with, e.g., animations with ballistically moving elements. Though no, it isn't designed for video.
