#3 Handle not in proper state

When trying to access a file/directory with no read
permission a permission denied error is returned.
After this the kio_slave reports Could not read
globus_ftp_control_port(): Handle not in the proper
state CONNECT_READ.." This error remains until the
connection is reset (by an FTP time out, by the slave
timing out or by changing the KURL.
