I'm using Magick++ and want if its possible to set the horizontal and

I am not aware of any built-in way to do that.
It would be nice to have a fancy text layout engine. Currently
GraphicsMagick only has the basics to support SVG for cultures which
use left-to-right, top-to-bottom text.
Depending on your application, it seems that you could automatically
invoke an external program to do the fancy layout for you.
