By design Gramps is written in English and during startup checks 
computer locale settings and load translation based of that settings (if 
available)

You can change language of AIO installer, but that change just language 
of installer program himself not the Gramps program.

For AIO version you can change language from system default German to 
English by making copy of GrampsAIO shortcut-link and change their 
target to:
%comspec% /c set LANG=en_US.UTF-8 && set LANGUAGE=en_US.UTF-8 && start 
pythonw.exe -EO ..\share\gramps\gramps.py
