I don't know if the bug tracker is all that is needed to specify these changes... Not really. New features should go in trunk normally. Is that where you changed it? If so, Jerome will extract a gramps.pot file from time to time, and translators see what strings need to be done. If you did the change in branch32, then it should be a bug fix.
