Assuming the xml output is for further processing based on standard XML tools.

Request that the @change be modified to use iso8601 format for XML
serialization.
2007-06-30T19:11:54Z  (or as much as is available).

Rationale:  XML tools are more standardised on 8601 than on a seconds
since 1970 format.

Python time module seems to provide all the tools needed.
