Is it possible this is the second time you import this gpkg file?

The import complains that
So perhaps you can rename
/media/TravelDrive/ dir?

If import still fails, extrac the gpkg with an unzip/untar prog, copy the media files to  a good location, and import the .gramps file insize the gpkg archive.

Note that GRAMPS is already version 3.1.1. Ubuntu packages are on our website.
