First, create a custom filter for the people that you want. (Tools -> Utilities -> Custom Filter Editor.)  The filter that you want is "descendant family members of <ID>."  Then when you export te gedcom, you'll have the option of  selecting a filter, where filter options are normally pretty limited in this dialog, you'll find all custom filters are listed. Use the filtering in the people list view to ensure that you'll be exporting the people you want.

On number of generations, I haven't run into a way to do this yet.
