One way to do that would be to use a format that doesn't support tracks.
If GPX is really what you want, you can always convert back to it after
removing the tracks:
gpsbabel -i gpx -f tempNew.gpx -o gpsutil -F tempNew.gpu
gpsbabel -i gpsutil =f tempNew.gpu -o gpx -F tempNew.gpx
Whether this keeps all of the information you need is something you'll
have to determine for yourself. If not, you can try different formats.
Obviously, there should be a better fix for this within GPSBabel itself,
but maybe that'll do for now. Perhaps when you actually specify the -w,
as you did, it should explicitly NOT do tracks, even though they're
