Not really. What we have is some formats that dont' really distinguish
the two so suitably determined users can, for some cases, bounce things
through interim formats and get the results they want.
There are lots of sharp edges involved. For example, trackpoints usually
don't have a name while routepoints usually require them. But the rules
are different for different formats.
I've been known to convert to GPX, do the search and replace and manual
fixes to make it a valid route, and then go from there. But even that
depends on knowing more about the target format than most folks likely

GpsUtil http://www.gpsu.co.uk/ has some tools to do this... the free
version is limited to 500 trackpoints.
I have been successful in using it to convert a number of tracks to
routes, including easily editing out wrong turns and backtracks using
the map display option.
