You might like to visit the following for hints on how to make map files
using current technology. I can't speak for what the GPSBabel project
would want to do with regards Garmin (and others) maps, that's a whole
topic on its own - waypoints, routes and tracks are challenge enough!
Don't be put off that it is specific to the UK and Airmaps, the
principles should still apply to your situation.

I'm working on an application which creates a large number of waypoints
for loading into a portable GPS unit. Currently I'm running into a limit
on the number of waypoints (called "My Places" on the Garmin Quest).
This unit can hold only 500 waypoints, but I want to load several
I noticed that the maps loaded into the unit can contain tens of
thousands of waypoints, for things like food, gas, and so on. I also
noticed that this unit supports loading overlapping maps. For example,
you can load one map with streets of an area and another with topo or
trails and see them simultaneously.
Is it likely that code might be added to gpsbabel to support exporting
waypoints in map format in order to overcome the quantity limit on
ordinary waypoints? Are there any any plans to include maps as one of
the data types gpsbabel is able to translate?
