Jeremy's patch came at an awkward time for me personally, but as public closure on this, it's now committed for the benefit of future Babel-heads.

Mr. Mortis did a lovely job with the code.  The patch I reviewed was almost exactly what I committed - on the first pass.  Thank you for being thorough.

The MediaTek MT3339 is a new GPS chipset that has internal logging

turn the heart of the Adafruit "Ultimate" GPS breakout board, popular
in the Arduino "maker" world.

As of this writing I'm not aware of any support for the MT3339 in Gpsbabel.

There are 'mtk' and 'mtk-bin' formats for previous devices made by
MediaTek, but those devices used a different communications protocol
and log format.

I propose to create a new format 'mediatek-locus' that will allow
downloading and translation of logs from the MT3339 and hopefully
future related devices ("locus" is MediaTek's name for their new
logging capability).

I considered adding functionality to the existing mtk/mtk-bin module
(mtk_logger.c) but that would require a fair amount of refactoring and
I don't have access to the previously supported devices for regression

If anyone knows of work already underway on this, or has a better
idea, please let me know.  I don't want to step on anybody's toes.
