#283 File reports "MKS Spell hash list" for too many files

File reports a large number of files as "MKS Spell hash
list (old format)"; these files seem to always have
this false positive:

many, possibly all text files (including batch files,
HTML and XML files)
generic binary files (ie, files not recognized as a
specific type, previous versions would report them as
"data")

I am running file 4.15 through CMD.EXE on XP SP2.

    I've noticed this with PDF files created with tiff2pdf in
    the tiff 4.80 GnuWin32 release or Acrobat files created with
    Acrobat 6.0. It no longer seems to recognize PDF files.

    I've documented that this behavior seems to have begun in
    the 4.15 release of file in the GnuWin32 set. When I
    reverted to the 4.14 release, things work fine again.

    I've discovered a workaround for MKS problem:

    1) In the magic file (share\file\magic) comment out the
    lines that read:

    0 string !<spell> MKS Spell hash list (old format)
    0 string !<spell2> MKS Spell hash list

    2) Run "file -C"

    Then it started recognizing files correctly. I don't know
    about the tiff2pdf problem; I'd guess it has similar fix
    though.
