#48 Driver should support iso8859-15

hi there,
i found that some bitmapdrivers (e.g. gif or png) ignored
set encoding iso_8859_1.

but never then less the ISO 8859-1 is replaced by ISO
8859-15 (support for euro sign).

btw: i was using gnuplot 3.8j with linux

    Unfortunately, this support needs cooperation from the
    underlying graphics libraries that gnuplot uses for the
    various terminal types. So far I have been able to get
    iso_8859_15 support working in gnuplot for X11 and for the
    various PostScript terminals. But PNG/GIF/JPEG output uses
    the GD library, which currently has big problems with font
    encodings and alternate character sets.

    If anyone one wants to contribute an iso_8859_15 patch for
    terminal drivers in addition to the above, I'm sure it would
    be welcome.

    Absence of features is not a bug. I'm moving this over to
