#11 Resize/Noresize for icons

There are situations in which icons shown by gnubiff
shouldn't be resized. A 16x16 icon on a 40px wide panel
looks awful... Besides, some people don't want huge icons.

    The default behavior for gnome panel applets is to
    automatically resize themselves according to panel size.
    If you really want your icon not to be resized, just add a
    transparent border around it so it fits your needs.

    That's exactly what I did. Still, all applets I use display
    icons using their original size and an option which would
    allow such behavior would be convenient.
