#65 change in Makefile default install locations

Scott,

I'm about to commit changes into HEAD that will break
the default install location. I'm going to make the
RedHat/Fedora locations default, rather than the "built
from source" locations.

This is because I am able, after quite a bit of work,
to make RPMs for Gbrowse and Bioperl. I want this to
be as automated as possible, meaning that the
Makefile.PL defaults need to jive with what an
RPM-based system expects.

Please make the appropriate changes in the
documentation to reflect this change.

    code changes in.

    * minor option change (BIN -> INSTALLSCRIPT) to stay in line
    with ExtUtils MakeMaker.

    * introduced a warning statement due to the fact that some
    perl versions use INSTALLSITEMAN*DIR and some use
    INSTALLMAN*DIR. we can prevent the warnings by checking
    perl version, but i didn't go this far.

    * documented example Makefile.PL usages, see "Makefile.PL
    --help".
