    If anyone gets bitten by this:
    it's missing in gtk-2.12.9-win32-2.exe,
    but it's included in gtk-dev-2.12.9-win32-2.exe.
    You can just copy the file from a gtk-dev installation
    to a gtk-runtime installation and all is well :)
