Just wondering if Ghostscript is capable of using an Acrobat Distiller joboption file to convert a postscript file to a pdf. If so could you direct me or explain to me how this would be done?

If your question is about Ghostscript... yes, it will convert a postscript file to a pdf.

If your question is about its integration with Distiller, we don't use Distiller

My question is whether ghostscript (ps2pdf) will except a joboptions file to convert a ps file to a pdf. My printer (R.R. Donnelly) supplied me with a joboptions file for producing the pdfs they need to for processing. I was just wondering if gs would except this as is or modified.
