The eaisest way to build GeoTools is to use the ANT build system. You can find details on ant here: http://jakarta.apache.org/ant/index.html Once you have ant installed you just need to go into the src directory and type 'ant' The build.xml file in that directory controls the process and builds all of the code. Let me know if you have any problems or if you get stuck using ant.
