Hi Sergey, I don't know (and that's probably a question best posed on the JTS list) but I just buffering a simple LineString with JTS 1.12 (as used with GeoTools 8) using line.buffer(distance, 2). The result is a good looking buffer rather than a rescaled input: http://imagebin.org/165863 As you can see there, the end-curves have more than 2 segments, so I guess the argument is being treated as a hint rather than a rule but I haven't checked in the BufferOp source. I do know that Martin did a lot of work on buffering for JTS 1.12.
