Thinking - you have hit on one of the current weakness in geotools. We
don't do a *great* job of raster files (of any extension) yet. There are
a couple of teams working on a branch. The branch is called "coverages"
(aka a raster describing the world is a converge).
I am not familiar with the *.ras or *.rs extension - what kind of
standards body made that up? Or is from a specific application?
If you can get your information into a normal Java PlanarImage you can
use the facilities in geotools to wrap it up as a coverage for display
with other spatial information.
