Not everyone has their default perl interpreter in /usr/bin/perl, e.g. users of Perlbrew have their default perl in ~/perl5/perlbrew.
To make it comfortable for all users, i suggest changing the shebang line to #!/usr/bin/env perl. This gives back the default perl, which the script is then forwarded to.
So this will work for both users who have their perl in /usr/bin/perl or in ~/perl5/perlbrew.
