#269 System wide location to store contrib tag files

The instructions for the new 0.16 specify that if a user want to download additional tag files from http://download.geany.org/contrib/tags/ they should store them in ~/.config/geany/tags/. While this approach works fine for single user computers, it does not for multiuser computers.

The application should read either all the tag files (build in and contrib) from the current folder that holds the built in tags (in my system /usr/share/geany), or provide a folder where those contrib tags can be stored "System Wide" like /usr/share/geany/extratags or /usr/share/geany/contrib.

Right now, if a contrib tag like gtk216.c.tags is stored where the other genie included tags are stored (/usr/share/geany in my system) is ignored at all.

    Hi,
    I've implemented reading system global tags files from $prefix/share/geany/tags, I'll import the code into an SVN branch soon. It won't make the 0.17 release though.
