#680 UTF-8 charactes in commands on Windows

Operating system: Windows XP
Geany version: 0.20

Whenever a Geany command, which is sent to Windows, contains a non-ascii character, the execution does not work. It seems that Windows can't handle the UTF-8 characters inside the "geany_run_script.bat".

If there is no easy work-around, maybe an option which lets the user select the encoding of the geany scripts could be added to the settings menu.
