#3 When looking inside an IC in toolbar, I/Os should be setable
Currently when one double clicks on an IC to view it's internal construction in a separate window, it copies its input state from where it is installed.
However, when one double clicks on an IC from the toolbar, there isn't a sensible source, and it just forces all of its inputs to 0.
It would be useful to be able to check out an IC's function in this window by changing its input state.
