#15 Support for actionless notifications and libindicate

For the new Ubuntu notification system we're not supporting the "actions" capability. What this means is that if the actions hints is sent the notification daemon will run in compatibility mode, which well, isn't very pretty. So this is a plugin to add the checking for this capability, and disabiling actions based on that.

Also, this patch makes use of a couple of new capabilitis in the Ubuntu desktop.

* Our new notification daemon provides a way to have notifications append on to one another. So that if someone says "hi" and then in another message "hello" they get combined in an elegant way.

* Lastly it also adds support for libindicate, which is a way for applications to tell the desktop shell about things it should be aware of. Stuff, like someone is trying to talk to you. This is a simple way for applications to talk to the shell in a structured way.
