Given that CUSE depends on FUSE, it only makes sense to move its
Kconfig entry into the FUSE Kconfig file. Also, add a few grammatical
and semantic touchups.

the primary purpose of this patch is simply to move the CUSE entry
where it belongs, but i also added a few cleanups based on the

* it's now "libfuse2" and it's hardly likely that any user would
need to download it since it's a dependency of "fuse"
in any event, feel free to tweak the wording any way you want before
