[fuse-emulator-announce] ANNOUNCE: Fuse 0.8.0 and libspectrum 0.3.0

Fuse 0.8.0 and libspectrum 0.3.0 have been released.

Highlights of this release:

* Loader improvements: automatically run at full speed while a loader is
  in progress and automatically start/stop the tape when the start/end of
  a loader is detected (Philip Kendall).
* Improved screen rendering code (now character accurate rather than
  line accurate) (Philip Kendall, Fredrick Meunier).
* RZX 'rollback' support (Philip Kendall).
* DivIDE support (Matthew Westcott)
* Interface I and microdrive emulation (Gergely Szasz).
* TS2068 support (Fredrick Meunier).
* Kempston mouse emulation (Darren Salt).

I would like to dedicate the 0.8 release of Fuse to the memory of Chris
"Oggie" Lightfoot. I don't know whether he would have loved or hated
some of the code in Fuse, but I'm sure he would have expressed his
opinion.
