#17 Bugs in management Screens(F-Keys)

F3: Military Advisor
shows blank screen, crashes

F6: Technology Advisor
scrollbar for theories and techs has awkward placement,
overlaps

F9: Planet Management Screen
ok it's real simple. any stat you can change(food,
economy, industry etc.)
can be put into negative.
1) give the stat any positive value
2) click between the stats left most purple-button and
the left most yellow
bar

food goes into -2.-2
economy, taxes, and research go into -5.2, and if they
are all negative
luxury is 5.2
industry military and social go into -3.8
if you can get all changeable stats negative, the
workers stat is 4 bars
past its max

also if u click on one of a stat's yellow bars to set
it to that amount, it
is only set to 1 or 2 bars to the left of the one
selected(ie. if i click
on the 6th bar in food, wich is worth 13.2, it is set
to the 4th bar, worth
8.8). i beleive the is how stats get into negative.

    Bug is fixed. Preparation for display of unit in slider box
    is done.

    UI code for screens completely rewritten. Code is stable in
    testbed. I'm testing it at the moment. Values are changed to
    be rounded to the full value.
