It appears that ubuntu is storing the plugins in /etc/alternatives.  However it symlinks from /usr/lib/mozilla/plugins to that directory.

about:plugins does not show the freepv plugin reguardless of where it is.  i'm wondering if i need to do something to "register" that plugin.

thinking beyond the local machine, i'd like to eventually get it inclued into firefox extensions.  i noticed a plugin directory and a firefox extension directory.  not sure what the difference is.
