#511 Certain species never added to Galaxy

It's bothered me that a few species appear so often in the galaxy while others don't. I was just poking around and i realized it is more than the luck of the draw.

Based on about a dozen test galaxies: r 4730

1) A species with "CanProduceShips & CanColonize" but without "playable" will never appear in the galaxy.

2) A species with "CanColonize" listed before "CanProduceShips" breaks that and all following species.

    The relevant code for deciding which species can be natives is a bit weird. Perhaps it would be better to have a separate flag for whether a species can be used as natives, rather than testing its ship-producing or colonization capability?

    Should be "fixed" in SVN, in that I removed the tests other than that a species has Good environment rating on a planet in order for it to appear as a native there.

    I'd be happy if any species without the "playable" tag could spawn as a native.

    But it would be a little more flexible and obvious if a "native" tag is employed.
