#264 Intermittant limited clickable area of stars

I can't reliably reproduce this, but occasionally I find stars' clickable area, or the area that responds to mouseovers, is smaller than it should be. One time, the star was only clickable on half its visible vertical height. More frequently, a star will be online clickable / respond to mouseovers in a vertical range of a pixel or so in height, for a 30+ pixel high star on screen. Which star is affected seems to change randomly when zooming or scrolling, though it always seems to be just one star at a time. Unexplored stars are definitely affected, though I'm not sure about explored stars.

    It still happens intermittantly, but I can't figure out when or why it does or doesn't. It sometimes gets bad around the same time as the whole program gets sluggish on the galaxy map, which tends to happen more often if more than one client is open, or if I've got MSVC running as well.

    I suspect this has something to do with the area of the screen on which clickable sitreps entries appears when the sitrep is open. I can scroll the map around, and the same area of the screen is nonresponsive to mouseovers regardless of which stars are located there. Opening the sitrep, I note that the two entries that turn are located in the same place. No other areas of the screen seem affected.

    I think I've encountered the same problem several times; and although the sitrep window is invisible, a sound is played when you click on the area where the window usually appears. However, I can't tell if this happens all the time; it might depend on the sitrep window containing text.

    I've looked into this some more and I am certain this bug happens if there is any text in the sitrep. An empty sitrep does not receive onclick messages so that the map can be interacted with; however, if there's text in it the text lines catch the onclick messages. This explains why sometimes clicking on the map mysteriously opens up the research or production window.
    You can easily reproduce this by researching several techs in one turn, thus filling up the sitrep. Close the sitrep and click on it.
