However, the COPYING file in C:\FreeOrion\default and
in-game License page in the FO releases says:

This should probably be corrected, and I'm disinclined
to do so myself for legal matters such as this. I pmed
Tyreth, but he didn't respond.

    INANAL, but legally, we probably cannot change the license
    in this way, we would need consent of every author.

    OTOH, the changes are minimal, and we cannot enforce the
    license in court unless we get written permission by every
    copyright holder.

    Frankly, I think nobody cares

    I got green light from Tyreth.

    The changes are minimal (only clarifications) and in case we
    would have to go to court, we need permission from everybody
    anyway, so they can give permission to use 2.5 on the way.

    However, I will mail every artist and ask them to give ok to
    2.5, as well.
