Why do you even have to ask? the license is very clear on what you can
and cannot do. It's all in the COPYING file.

Basically you can do whatever you like, provided that you do not remove
the copyright and permission notices.

P.S. Public domain is something different. You cannot place freeglut
code under the public domain. Public domain means "not copyrighted",
freeglut is still copyrighted, just with a very permissive license.
