Dear Sir,
I have done very extensive changes to an existing project and made so many changes, that it hardly resembles the original project.
In case you need to know the project I am referring to, it is: WebCollab

Can you let me know if it is possible for me to create a new project as opposed to trying to post an addon. This is pretty much a rewrite.

Also, is there any information on ethically what I need to do if I want to create a new project, such as adding things like...this is "based on WebCollab by: xxx" or something like that.

I don't want to get in trouble.

Thanks in advance for your help with this.

    Greetings,

As WebCollab is Open Source Software, you are certainly allowed to modify it and redistribute your version. However, what's more important here is that you follow the terms of the license they've chosen. As long as you're following the modification and redistribution terms according to the license, you may certainly register a new project for that.

That said, if you have any questions regarding the licensing terms, you should contact WebCollab, the license author, or a lawyer for assistance with the details of the license.
