#1356 Email ticket notifications stopped after upgrading

Since upgrading we noticed that email notifications of bug reports (tickets) are no longer being sent, neither to users nor to the mailing list.
I even set Email ticket notifications to: dosemu-notify@lists.sourceforge.net with
Send notifications for: "All ticket changes", but the mailing list is silent and so are the user accounts.

    Greetings,

    We usually turn notifications off during the upgrade so as not to bombard you with emails during that process, but we have a bug we're investigating where notifications aren't turned back on afterwards.

    That said, while we're still looking for the root cause, we're manually re-activated notifications that are disabled (and your project was on that list).
