Sadly, any patches against the old flac code will probably be rendered obsolete in the new future -- because there have been a zillion changes since the last release, see the new git repository for flac: https://git.xiph.org/?p=flac.git
Perhaps you could see if you changes are still relevant for that, and if they are, re-submit them (perhaps via the flac-dev mailing list, until the new flac maintainers have gained control over this patch tracker or established some other official means to submit patches)...
