#69 Add a --no-utf8-convert option to flac as in metaflac

Since the flac command line now supports --tag-from-file, does it make sense to add a "--no-utf8-convert" option?

Currently if one tries to add a utf8 encoded file to a tag using flac, the encoding of the resulting tag gets messed up.

    I've quickly kludged together modifications to flac/src/main.c, vorbiscomment.c and vorbiscomment.h to support --no-utf8-convert. This modification is limited in that the "--no-utf8-convert" arg must come after any tag args on the command line.
