#15 parameter -R causes encoder error

When -R 2 parameter is used together with higher block sizes (16384+) and -p -e, it causes the ratio to grow above 1 (1.5 , 2 ..) or this error:ERROR during encoding, state = 14:FLAC__STREAM_ENCODER_FATAL_ERROR_WHILE_ENCODING.
-R 3 -e -p causes this error allways and immediately. -R 1 only decreases compression a bit.
The result depends on source wave files a bit, but the result is always bad and strange. Tested on several different wave files (44 or 32 kHz, 16bit, stereo).

    Hmm... the problem with -R is a little deep and as it does
    almost nothing for the compression I may either remove it or
    limit it to -R 1 where probably all of the improvement will
    be found.
