#34 Hang command ignores large values

The largest value that the Hang command will
meaningfully accept is 2**(32-1)/1000: a little less
than 25 days. Up to 2**(32-1)-1, it causes the
following error:

%GTM-E-TIMEROVFL, Timer overflow; interval probably
too large

Above that, it does nothing, as if it were given a
value less than 0.

The Hang command should cause the same error for really
large values as it does for large values.
