#99 customized DXVA compatibility checks

Add option(s) to set the threshold values for DXVA compatibility checks.

DXVA works on my 2 computers at up to 11 reference frames, but the threshold for the ref frame check is set below 8. Currently, I can skip the check and crash when I try a 16 reference frame video, or enable the check and not be able to play 8 or 11 ref frame videos smoothly and with subtitles. Setting the threshold between 11 and 12 would be ideal (But I imagine the threshold may be different for other users.)

    Which graphics card and which driver version do you have?

    I have tried this with a Radeon HD 6310 (integrated in E-350 APU) and a Radeon HD 6950 (discrete card) on two different computers and get the same result. Both are using Catalyst version 11.12

    I know DXVA works up to High@L5.1 and that 11 ref frames works and 16 fails on both computers. I haven't tried any reference frame counts in between.

    I found some more videos with different reference frame counts. With both the Radeon HD 6310 Radeon HD 6950 it seems to work at up to 12 reference frames but fails on some videos with 13.
