Not possible! This is not something you probably think of.

Before blocking in TimgFilterPostproc.cpp Revision 3347 "case CODEC_ID_H264, case CODEC_ID_H264_MT" - PP Level Fix, Deblocking on H264 video works perfectly for me.
Can you answer more intelligibly: why it became impossible now?

By Impossible I mean not that this is actually impossible, but "this shouldn't be changed"

H.264 does deblocking on its own:
    http://en.wikipedia.org/wiki/Deblocking_filter_%28video%29#H.264_deblocking_filter

It will not be enabled again because it can cause more problems than it actually solves. If you absolutely have to post-process H.264 videos, then you can do so by using "ffdshow raw video filter" (setting it up as preferred in MPC's "external filter" list).

To me it is important not so much Deblocking, how many Level Fix, вecause, in my opinion, works more quickly and more correctly, than the filter "levels".
