Now it seems to work. It looks like the problem could be in using HTTP_Request() in getNextPID(). if  we use curl() instead, the warning messages are gone.
Also you are right. We need to change the value of $getString below:

$getString = APP_BASE_FEDORA_APIM_DOMAIN."/mgmt/getNextPID?xml=true";

into:

$getString = APP_BASE_FEDORA_APIM_DOMAIN."/management/getNextPID?xml=true";

By then, community can be created. 

It wouldn't seem to be a problem if using no-ssl auth-apim or no-ssl auth-all as long as in config.inc.php we change the setting accordingly.

So it looks like Fez cannot connect to Fedora for some reason.
 
Have restarted Fedora since you changed fedora.fcfg to use enforce mode "permit-all-requests" ?
 
What happens when you load http://localhost:8080/fedora/services/access in your web browser? Can you check your Fedora logs to see if there
are any errors or access denied messages?
