Background: in September of 2002, a namespace appeared
on scripting new's rss feed, accompanied by a statement
that it was perfectly legal according to the spec.
Needless to say, such a change broke namespace aware
xml processors, and was quietly removed. Despite this,
the practice caught on in a few isolated places, and
continues to this day:
21 months later, it appears to be the consensus that
the rss element in RSS 2.0 is *not* to appear in a
namespace. Unless I hear any objections, I'd like to
add an error message when such namespaces are found.
Or, at least, a warning message as there are definate
interopability issues with allowing feed producers to
insert random namespaces on the rss element itself.
