#198 Date/Time format option (or use Windows' Region & Lang opts)

I prefer to use the format 'yyyy-MM-dd HH:mm:ss' for
my date/time display. Yet feedreader seems hardcoded
to use 'HH:mm dd.MM.'.

I'm guessing lots of people would prefer another format
than the current one. Please either provide a few
options (including 'yyyy-MM-dd HH:mm'), or figure out
how to use the setting configurable through Control
Panel -> Regional and Language Options -> Time/Date
(this exists in both WinXP & Win2k, but you have to
click the "customize..." button to see the Time & Date
tabs, in XP).

    Please use the date/time format the user has chosen in
    regional settings or allow the user to choose the format.
